Outrun Marine should describe conditions, trends and hazards. It should not issue a universal "GOOD FOR BOATING" verdict.

The same 4-foot sea can be manageable for one properly operated vessel and inappropriate for another.

A wind speed averaged over a defined period rather than the brief peak.

For NWS U.S. marine forecasting, sustained wind conventionally uses a one-minute average.

Observation platforms can use their own specified measurement intervals, so the source metadata should remain available.
